ATLANTA - Mike Dover has been Deputy Commissioner of the Georgia Department of Transportation.
“I am truly honored to have been chosen as Deputy Commissioner and I appreciate the confidence shown in me,” Dover said. “Commissioner Russell McMurry and I have worked together for a long time. I look forward to continuing to work as a team – not only with him, but also with all of the employees of Georgia DOT - to further the advancement of transportation in Georgia.”
In his new position, Dover assists the Commissioner in maintaining and operating the activities of the department. He also oversees the Division of Administration including offices of General Counsel, Human Resources, Legal Services, and Equal Employment Opportunity; the Division of Local Grants and Field Services which includes the District Offices; and the offices of Communications; Procurement and Information Technology.
“Mike’s leadership skills and his comprehensive experience with Design Build have led to notable successes in the implementation of the TIA program,” McMurry said. “I believe this experience will be instrumental in helping us move forward with the new funding from HB 170.”
Prior to his appointment as Deputy Commissioner, Dover served as Administrator of Georgia DOT’s Transportation Investment Act (TIA) Project Delivery Program from its start in July 2012. There he led implementation and development of innovative procedures to deliver projects on time, within budget and within scope, and to successfully move the $1.8 billion program forward for the three TIA regions within the state. Dover is confident the program will meet its first milestone at the end of this year – all projects in Band One completed or under construction.
“This is a unique and exciting time for transportation in our state,” Dover said. “The passing of Georgia’s transportation funding bill will enable GDOT to tackle the backlog of needed repairs to our roads and bridges; and we are also embarking on significant capital projects like the I-285 and SR 400 interchange reconstruction.”
Dover began his extensive career at Georgia DOT as a Civil Engineering Technologist in the Gainesville District Office. He subsequently served in various and diverse roles including Area Engineer; Assistant District Construction Engineer; and Executive Assistant to the Commissioner. As a member of the Innovative Delivery Team in the General Office, he implemented the Department’s Public Private Initiative (PPI) program. As Assistant State Innovative Program Delivery Engineer, he served as the Program Manager of GDOT’s design build program. He also managed express lanes projects and tolling policy development in GDOT’s Office of Innovative Program Delivery.
Dover received a Bachelor of Science in Civil Engineering Technology from Southern Polytechnic State University and an Associates degree from Young Harris College. He is a registered Professional Engineer in the State of Georgia. Dover is a member of the American Society of Highway Engineers (ASHE) and the Institute of Transportation Engineers (ITE).
