AMERICUS, Ga. (AP) -- Americus residents would be able to send letters to their city council members but not speak at meetings under a proposal being considered.

WALB-TV reports that council members have felt harassed by some speakers during public comment periods at meetings ( http://bit.ly/1uAERer ). Resident Tim Lewis told the station that the proposal breeds distrust and says citizens have a right to address their leaders in public.
Americus Mayor Barry Blount says the change wouldn't shut down communication because people still can send letters.
The television station reports that the council is expected to consider the draft ordinance on Thursday and would take a final vote in October.
