Additional arrests made in Social Circle double homicide

An investigation by the Georgia Bureau of Investigation into the shooting death of two Monroe residents has led to three additional arrests.

A news release from the agency states that Antavius Teazia Wilcox, Omar Marsh and Elicia Rivera face charges related to the May shooting deaths of James Evans, age 27 and Jaymie Whitlock, age 32. A fourth suspect, Tommy Charles Webb, Jr., of Athens, was charged with murder in early June.

A previous statement from GBI spokesperson Nelly Miles said that both victims had connections to the North Georgia area. Evans had ties to Hoschton, while Whitlock “may have had connections to Gainesville at one point.”

The most recent update from the agency said that in the early morning hours of May 15, Evans and Whitlock were taken from a residence in Monroe and driven to Thurman Baccus Road in Social Circle where they were shot to death. One of the victims reportedly knew one of the suspects.

Social Circle Police Officers located the victims on Thurman Baccus Road with apparent gunshot wounds that same morning. Both were pronounced dead at the scene. The GBI was called in to investigate shortly after.

The suspects face full charges of:

  • Tommy Webb, Jr. for Murder, Felony Murder, Aggravated Assault, Party to a Crime (Murder), Possession of a Firearm by a Convicted Felon, Possession of a Firearm During the Commission of a Crime and Violation of the Street Gang Terrorism and Prevention Act
  • Antavius Teazia Wilcox for Murder, Felony Murder (2 counts.), Aggravated Assault (2 counts.), Party to a Crime (Murder), Possession of a Firearm by a Convicted Felon, Possession of a Firearm During the Commission of a Crime and Violation of the Street Gang Terrorism and Prevention Act (2 counts.)
  • Omar Marsh for Party to a Crime (Murder), Possession of a Firearm by a Convicted Felon and Violation of the Street Gang Terrorism and Prevention Act
  • Elicia Rivera for Party to a Crime (Murder)

Wilcox is currently being held in the Chatham County Jail for an unrelated murder in Savannah in April 2020. Webb, Marsh and Rivera were booked into the Walton County Jail. Webb was being held in the Clarke County jail for parole/probation violation.

The GBI Region 11 Field Office and the Social Circle Police Department have received investigative assistance from the Alcovy Judicial Circuit District Attorney’s Office, the Walton County Sheriff’s Office, the GBI Gang Task Force, the GBI Region 10 Field Office, the GBI Georgia Cyber Crimes Center, the GBI Child Exploitation and Computer Crimes Unit (CEACC), the FBI Safe Streets Task Force (Athens), the Athens-Clarke County Police Department, the Clarke County Sheriff’s Office, the Monroe Police Department, the Clayton County Police Department and the Savannah Police Department during this investigation.
