Barr, Marshall on the ballot for Georgia House District 103

Voters in South Hall County and North Gwinnett County will find incumbent Timothy Barr (R) and Clifton Marshall (D) on the ballot for Georgia House District 103 in this year’s general election.

Barr has been the representative for District 103 since he was first elected in the 2012 general election, however, Marshall is a newcomer to the political realm.

Like other nearby districts, District 103 typically leans red. In fact, the 2020 general election is monumental for Barr, as he has never faced any democratic opposition in a general election for GA House District 103.

Even with that newfound opposition, Barr said he is running for reelection because his top priorities haven’t changed since he first ran for election eight years ago. 

“When I first ran, small-business guy, father, husband, and love my community and served in multiple areas, and I just wanted to continue to do that,” Barr said during an interview with Martha Zoller on WDUN’s Morning Talk.

Barr’s website describes him as a father of four with his wife Melinda, and the owner of a construction company. It also states Barr and his wife are active in their church, with Barr currently serving on the deacon board.

Like Barr, Marshall is also active in his community. Marshall’s website states he is married to a retired teacher and is a father of three and a grandfather of three. The website also describes him as the owner of a family business and a retiree with 40 years of experience in the field of engineering. 

According to Marshall’s website, he has also been active with the Sardis Community Center, has worked as an Admission Ambassador to Dartmouth College and has volunteered with Trinity Food Kitchen.

WDUN attempted to contact Marshall for comment on his election effort, but did not receive a response. 

The Issues

Both Barr and Marshall have a few specific issues they’re focusing on for this election.

Barr’s website says he aims to make Georgia the number one state for business by reducing regulations on businesses. Similarly, the website states Barr wants to cut taxes for Georgians, as well as eliminate the state income tax on businesses and families and replace it with a sales tax.

Barr is pro-life and a supporter of Georgia’s “Heartbeat Bill,” HB 481. On top of this, he is also a supporter of second amendment rights and law enforcement protection.

“I think we, through the rioting … understand how important police protection is,” Barr said.

Marshall is focusing on a few issues of his own, including finding new revenue streams instead of raising taxes or making cuts in the state budget. Marshall’s website lists gambling in Georgia as one possible new revenue source. 

Fully funding the education budget is another issue Marshall is focusing on. A video on Marshall’s website says the goal of this is to make sure another pandemic would not interrupt the business of schools.

Marshall is also a supporter of affordable health care, on top of clean air, water and energy. 

Voters in District 103 can vote for Barr or Marshall on the November 3 General Election.
