307-lot housing development approved for Northwest Hall

The Hall County Board of Commissioners Thursday voted in approval of an application to rezone a parcel of land that will see 307 single-family homes developed in several phases.

The nearly 175 acres in question are located at 3955 and 4035 Leach Road in Northwest Hall. Plans for the housing development dictate three different neighborhoods along Leach Road, built across three phases.

Commissioners placed a condition on the build-out process that only 120 homes could be built per phase, at the recommendation of the Fire Commissioner.

Several residents spoke in opposition to the item, expressing concerns for property values in the area, stream and river setbacks and increased traffic throughout the region.

Commissioner Billy Powell placed the motion for approval, which was agreed upon by all other members of the commission.

The Hall County Planning Commission Monday heard from an applicant hoping to rezone a parcel of land for the purpose of putting 307 single-family homes on the property.

The Planning Commission voted unanimously on a recommendation of approval for the development, after placing several conditions on the construction process and final product.

One such condition included a stipulation that the maximum number of homes allowed on the property would remain at 307 single-family homes.

The Planning Commission's approval recommendation will now be forwarded to the Hall County Board of Commissioners for a final decision on Jan. 11.

The Hall County Planning Commission Monday will hear from an applicant hoping to rezone a parcel of land for the purpose of putting 307 single-family homes on the property.

Shadow Stone Partners, LLC has submitted an application to the county seeking to rezone 174.44 acres of land located at 3955 and 4035 Leach Road in Northwest Hall, according to county documents.

The area is currently zoned as Agricultural Residential and Residential, but the applicant aims to shift that zoning to Planned Residential Development.

Hall County Planning Staff previously gave a recommendation of denial to the Planning Commission, citing the fact that the area “exceeds the one dwelling unit per acre recommended for the Lake Area Residential future land use classification in the Comprehensive Plan,” as stated in the Staff Report.

Coming in at a density of 1.76 units per acre, the applicant plans to construct a three-phase 307-lot single-family subdivision with an added amenity area.

The area in question is currently vacant and forested but will require a 125-foot-wide power line easement running from east to west in the northern part of the property.

Preliminary site plans show three access points into the proposed development, along with 5-foot sidewalks lining both sides of the street throughout.

Amenities for the property will include a swimming pool, playground, covered gathering space, pickleball courts and a 70-space parking lot.

The Hall County Planning Staff will vote on their recommendation for the development at their regularly scheduled meeting on Monday at 5:15 p.m. in the Hall County Government Center.

Their recommendation will then be forwarded to the Hall County Board of Commissioners for a final vote on Jan. 11.
