Oakwood City Council approves first reading for condo moratorium

The Oakwood City Council gave first reading approval to a moratorium on condominiums in the city at their meeting Monday.

"A condominium is actually a type of ownership, which can be multi-family residential, typically," said City Manager B.R. White. He said initially, condos were picked up as a subcategory of a zoning district in Oakwood. "We're aligning all our ordinances to address the ownership issue. We shouldn't be involved in types of ownership for property."

The moratorium specifically is for development applications for condos on parcels located in zoning district R-4 Multi-Family Residential within the city limits. It will last until November 9. The full resolution can be found here.

White said the changes would specifically include changing the definitions and removing from the zoning and related ordinances items restrictive to that type of ownership or apply to that through land use zoning issues. He said in the future, the council may consider regulation for condos under the subdivision regulation.

Townhomes are not included in the regulation. "Condominiums can be townhomes, they can also be multi-story buildings, they can be duplexes, quadplexes, and our code doesn't clearly account for that," said White. "This is going to be for clarification across all of our ordinances and aligning it to the type of ownership it is."

Second reading and final adoption will take place at the October meeting. 

The moratorium will last until November 9.
