Gwinnett County man in SWAT standoff surrenders peacefully

A Gwinnett County man involved in an overnight standoff with police surrendered peacefully Sunday morning.

Allan Moore, 64, was involved in a landlord-tenant dispute around 8:30 p.m. Saturday on Ivey Point Court in unincorporated Lawrenceville. Moore was the landlord of the property. 

When police first arrived on the scene Saturday, they met with the tenant, who had visible injuries. When officers tried to make contact with Moore, he barricaded himself in the house.

Police said Moore, who owns a firearm, had retired after 30 years with the New York Department of Corrections SWAT team at Rikers Island. Police also said he had been diagnosed with schizophrenic and bi-polar disorder. Because of his background and mental condition, the Gwinnett County SWAT team was called to the scene.

Negotiators worked throughout the night and Moore surrendered at 7:15 a.m. Sunday.

Moore was taken to the Gwinnett County Detention Center and charged with battery, obstruction of justice and making terroristic threats.

No information was immediately provided on the condition of the tenant, who was not named.
