WASHINGTON - Homeland Security Secretary Michael Chertoff announces changes to rules designed to stop businesses from hiring people working in the country illegally.

They would force employers to fire workers whose names don't match their Social Security numbers. A Homeland Security official says the changes were prompted by a judge's order.

The American Civil Liberties Union, the AFL-CIO and the U.S. Chamber of Commerce have sued Chertoff over the rules. They say the rules open the door for discrimination against legitimate workers.

A judge had barred Chertoff from implementing the proposed rules. The department has previously proposed changes to address the judge's concerns.
