Chertoff to propose changes in hiring rules

WASHINGTON - Homeland Security Secretary Michael Chertoff announces changes to rules designed to stop businesses from hiring people working in the country illegally. <br /> <br /> They would force employers to fire workers whose names don't match their Social Security numbers. A Homeland Security official says the changes were prompted by a judge's order. <br /> <br /> The American Civil Liberties Union, the AFL-CIO and the U.S. Chamber of Commerce have sued Chertoff over the rules. They say the rules open the door for discrimination against legitimate workers. <br /> <br /> A judge had barred Chertoff from implementing the proposed rules. The department has previously proposed changes to address the judge's concerns. <br />
