Judge allows owner of fatal explosion site to reopen his business

<p>A man arrested on charges of threatening city officials who shut down his company after a fatal explosion was allowed Friday to continue running his business.</p><p>But Superior Court Judge Robert Adamson said Joe Sikes can't use the majority of his oil recycling business, the site of a June 19 explosion killed 42-year-old truck driver Dwayne Brown as he was loading waste oil into his tanker truck. The state's fire commissioner said either gasoline or diesel fuel was mixed in with the oil, leading to the explosion.</p><p>State officials and the Arcade City Council last week shut down the business, which Insurance Commissioner John Oxendine said was operating illegally.</p><p>Sikes was then arrested and charged with six felony counts of making terroristic charges toward Arcade Mayor Doug Hayie and five members of the city council.
