GAINESVILLE - Gainesville City Manager Bryan Shuler, and the City Council Thursday criticized how Hall County determines its cutting of special purpose local option sales tax (SPLOST) funding for projects.
"That's the key. It's whose projects you're talking about. Their projects, if they're started, they're not cut. Anybody elses projects are fair game," Shuler said.
The criticism came as Shuler presented a letter from Hall County to the city saying the county was only going to pay $4 million of a $5 million bill for building the Lakeside Treatment Plant.
The county said lower SPLOST revenue prompted the smaller payment.
The city makes it's bill claim based on a 1997 intergovernmental agreement. Councilman George Wangemann asked City Manager Bryan Shuler how the amount is figured using SPLOST funds.
"Is it a flat fee that we can collect regardless of collections or is it based on collections."
Shuler said the dispute stems on what is considered a "funded project" by SPLOST standards.
