"That's the key. It's whose projects you're talking about. Their projects, if they're started, they're not cut. Anybody elses projects are fair game," Shuler said.
The criticism came as Shuler presented a letter from Hall County to the city saying the county was only going to pay $4 million of a $5 million bill for building the Lakeside Treatment Plant.
The county said lower SPLOST revenue prompted the smaller payment.
The city makes it's bill claim based on a 1997 intergovernmental agreement. Councilman George Wangemann asked City Manager Bryan Shuler how the amount is figured using SPLOST funds.
"Is it a flat fee that we can collect regardless of collections or is it based on collections."
Shuler said the dispute stems on what is considered a "funded project" by SPLOST standards.
