Students charged with fake anthrax prank

ATLANTA - Two Oglethorpe University students were charged Tuesday with manufacturing a hoax device, an envelope containing baby powder that touched off an anthrax scare. <br> <br> Early April 28, a dormitory was evacuated after 19-year-old Melissa Shipman of Columbus found the envelope, which had been slipped under her door. She called campus police, who called 911, and a hazardous materials team was dispatched. <br> <br> DeKalb County Police Chief Eddie Moody said the misdemeanor charges against Joel Garrison and Jessica Saulson represented the ``first official arrest&#39;&#39; by the Office of Homeland Security, a division of the police department created after Sept. 11. <br> <br> ``This issue of homeland security is not a game, not to be taken lightly,&#39;&#39; Moody said. <br> <br> A third arrest is pending, Moody said. If convicted, the students face a maximum of one year in jail and a $1,000 fine.
