A postal worker was accused of stealing boxes of checks meant for individuals from the U.S. mail and selling them to accused ringleader Patrick Anthony Heard.
Heard is accused of getting workers with the Department of Motor Vehicles to make fake licenses for people that he hired to use the checks to purchase large items and return the items for cash.
More arrests were expected.
