The plan would make DeKalb County the first metro Atlanta government to pass such strict anti-smoking regulations. <br>

Commissioners are scheduled to vote on the proposal Thursday. <br>
<br>
DeKalb County's legislation would ban smoking in restaurants and all county government buildings and private office buildings. <br>
<br>
The changes would NOT affect federal, state and municipal buildings in DeKalb County nor businesses in the county's nine municipalities. <br>
<br>
Bars also would be exempt. <br>
<br>
Hotels could set aside 25 percent of their rooms for smokers under the proposed guidelines.
