Clemency considered for condemned go-go dancer killer

ATLANTA - A clemency board has heard a final appeal Monday for James Willie Brown, who was condemned to death for raping and strangling an Atlanta go-go dancer in 1975. <br> <br> The state Board of Pardons and Paroles was not expected to rule until early Tuesday, the day scheduled for 54-year-old Brown&#39;s execution. <br> <br> Brown has argued that he&#39;s mentally ill and was not fit to stand trial for 21-year-old Brenda Sue Watson&#39;s killing in 1975. <br> <br> A Gwinnett grand jury found him competent to stand trial, and he was convicted and sentenced to die in 1981. <br> <br> But the murder conviction was overturned seven years later by a federal court because of questions about his mental competency. He was retried in 1990 and again sentenced to die.
