Francis (Frank) Boyd Moore was born July 27, 1935, in Gainesville, GA. The fourth son of Henry Welchel Moore and Elizabeth Boyd Moore, Frank is a native of Dahlonega, Georgia and graduated from high school from Darlington School in Rome, GA. He attended North Georgia College in 1956 and then transferred to the University of Georgia, where he was a member of Chi Phi Fraternity, graduating in 1960 with a BBA.
Soon after graduating, Frank met Nancy Wofford, the love of his life, and they were married in October 1962. They shared 62 wonderful years together and have four beloved children and five grandchildren.
Early in his career, Frank initiated and ran Head Start programs in fourteen Georgia counties as part of his work for multiple Georgia Planning and Development Commissions. In 1972, he became Special Assistant to Governor Jimmy Carter for state and city reorganization and later Executive Secretary to the Governor.
When Jimmy Carter began his run for the Presidency, Frank transitioned from the Governor’s office to a variety of leadership roles on his campaign. After Carter’s successful election, the Moore family moved to Washington D.C. and Frank became Assistant to the President for Congressional Liaison, a role he held for the 4 years of the administration.
Under President Carter’s direction, Frank and his Congressional Liaison team racked up one of the best records of legislative accomplishments of any administration despite the turmoil and criticism that are part of life in the nation’s capital.
Over the past several decades, Frank was justifiably proud of, and honored for, his contribution to the successful domestic legislative record and visionary foreign policy initiatives of President Carter.
After Washington, Frank worked for an independent oil company in Houston, Texas and then for Waste Management Inc, where he remained until retirement in 2001.
During his Waste Management career Frank & Nancy lived in Chicago where Frank was on the Board and Executive Committee of The Lincoln Park Zoo and was an Executive Board Member of the Illinois State Chamber of Commerce.
They returned to Washington D.C. toward the end of his career and Frank served on the American Battle Monuments Commission where he was 1 of 4 people on the Site and Design Committee for the WWII Memorial on The Washington Mall. He was also a founding member of the Friends of the National WWII Memorial and was honored with Emeritus status.
In retirement Frank and Nancy enjoyed a full life of family, friends and travel while living in Cambridge, Maryland and eventually St. Simons Island, Georgia.
Frank was a life-long student of World History and read over 200 books each year. He also had a great love and appreciation of music, especially Willie Nelson and all bluegrass born of the Appalachian Mountains where he grew up.
Frank passed away peacefully at home on May 21st. He was preceded in death by his wife Nancy and is survived by his four children, Elizabeth (Weston), Courtney (Jim), Hank (Michelle) and Brian (Heather), his five grandchildren, Mino, Isabella, E.J., Dylan and Ella, his nephew John Lawton Wofford, his sister Ann Moore Wimpy and many nieces and nephews and cousins.
A memorial service will be held at 11 AM on June 14th at the Dahlonega Methodist Church, 107 S Park St, Dahlonega, GA.
