Flowery Branch denies annexation of properties

The Flowery Branch City Council held a vote Thursday night for three of the four properties on Hog Mountain Road that the Hall County Board of Commissioners formally objected to the annexation of.

The first property heard by the council is on 4560 Hog Mountain Road for a 295-unit apartment complex.

The property would require annexation from the county and rezoning from Hall County’s AR-1 and R-1 — agricultural and residential — to Flowery Branch’s RMU — residential multi-unit. 

The applicant is Gwinnett County District 1 Commissioner Kirkland Dion Carden with Blue Tier Residential, where he is a partner.

“The intent of the request is to annex property into the city limits of Flowery Branch to develop a high-end, mix-use, multi-family community,” Carden said at the meeting.

Carden said that the current property is a “wooded, vacant, undeveloped lot” that does not provide “any economic or monetary value.” 

Rick McQueen, a citizen at the meeting, spoke against the annexations. 

“I’m here today representing Mount Calvary Baptist Church, a cornerstone of this community since 1965,” McQueen said. “We have witnessed this town grow and change, and we have always welcomed progress that benefits the people … however, we stand firmly opposed to the annexation proposals currently before the council.”

The second and third properties were heard together at 4651 and 4665 Hog Mountain Road for a 116-unit townhome subdivision. 

The property would require an annexation as well and a rezoning from Hall County’s AR-1 and R-1 to Flowery Branch’s SF-TH — single-family townhome. 

The applicant is Rochester DCCM, a developer out of Gainesville.

The staff recommended approval on the properties’ annexations and rezonings, but the city council denied all of the properties.
