Amended Barrow County Airport Authority state bill passes in Georgia State Senate

An amended version of a bill that would allow the transfer of all the Barrow County Airport Authority's assets, obligations and responsibilities to the Barrow County Government was recently passed in the Georgia State Senate. 
 
The amended version of SB 331 was passed on April 4, while the Georgia House of Representatives approved the bill on March 28.  According to a release from Barrow County Government,  a joint Airport Authority for the City of Winder and Barrow County was approved through legislation in 1958. An amendment to this legislation established the Barrow County Airport Authority in 1986 ending Winder’s control of the authority, including airport operations and all liabilities.
 
“The Board of Commissioners approved a resolution on January 28 to initiate local legislation to dissolve the authority and have the airport become a standalone department of the county government,” Srikanth Yamala, Barrow County Manager said. “The board is committed to investing in the facility and providing the necessary support, enhancing economic development opportunities in Barrow County.”
 
Meanwhile, the Winder City Council formally opposed the bill during its April 3 meeting. According to a release from the city, the council believes the proposed bill threatens the financial well-being of its residents. 
 
The city’s leaders claimed that officials attempted to engage with local representatives regarding SB 331, but attempts to reach out received no response. 
 
 “The City of Winder has a duty to defend our residents against decisions that could shift financial burdens onto them without their knowledge or consent,” City Administrator Jonathan Lynn said. “When there is no outreach, no dialogue, and no acknowledgment of the City’s contributions or concerns, it becomes our obligation to step in to protect our residents.”
 
City officials said Winder previously contributed property to the Barrow County Airport based on the understanding that the Airport Authority would operate independently. They also claim that the legislation would contradict the approved Service Delivery Strategy.
 
The bill now awaits a signature from Governor Brian Kemp.
