State officials: North Hall daycare accused of giving medications to children was unlicensed

An investigation by state officials determined that a North Hall County daycare that was accused in January of giving medications to children was unlicensed.

Investigative documents obtained Monday from the Georgia Department of Early Care and Learning stated that an investigation into the daycare operations of Stacie Fuller Young and Ptiery Sunshine Edge on Odum Smallwood Road started on January 6 of this year.

That investigative effort started one week before the Hall County Sheriff's Office arrested Young and Edge on reckless conduct charges after their investigators determined the two had been giving children in their care Benadryl and melatonin to make them sleep. The two were briefly jailed before being released on bond.

Gainesville-based Weaver Law Firm confirmed shortly after their arrests that at least one family who had children in Young and Edge's care had filed a civil lawsuit against the two.

As the sheriff's office investigated claims of the two giving children medications, DECAL began investigating whether or not the daycare practice was being conducted legally. Young and Edge were not licensed, and Georgia law states that daycare services can only be provided for pay unlicensed if less than three children are being cared for at any one time.

While documents released by DECAL show that some parents claimed the two were caring for as many as 25 children at a time, investigators were only able to confirm three children were being cared for at once during an early January visit. That number, however, was still high enough for DECAL to issue Young and Edge a cease and desist order on January 7.

The investigation also showed that Young had received checks from parents between December of 2023 and December of 2024 totaling just over $15,000.

While several parents interviewed by investigators stated they were pleased with Young and Edge's services and had no concerns about their children's behavior, Weaver Law Firm stated in January that they had been in contact with several parents who had children in the two's care that were concerned and were considering litigation.
