Toccoa woman arrested for cruelty to animals

A woman from Toccoas was arrested Tuesday after authorities allegedly found a deceased puppy in a Cleveland apartment complex. 

Cleveland Police Department officials said Kandice Johnson, age 31, was arrested after people in an apartment complex on Wanda Drive reported foul odors coming from a neighboring unit.  Responding officers found the apartment was locked, but did have a foul odor. 

With the help of a keyholder, officers entered the apartment and saw the rooms in disarray and reportedly smelled the odor of feces and rotting flesh. A search of the apartment led to the discovery of a small puppy that was deceased and partially decomposed. 

Johnson was located and arrested and transported to the White County Detention Center. White County Animal Control officers assisted in the incident and took possession of the deceased puppy.
