Hall County Planning Commission recommends denial of self storage facility on Cleveland Highway

The Hall County Planning Commission on Monday recommended the denial of a rezoning and conditional use that would allow for the construction of a self-storage facility on Cleveland Highway in North Hall County.

The applicant, John S. Hemphill, sought to rezone the 7-acre tract on the east side of Cleveland Highway at its intersection with Gilstrap Circle to Planned Commercial Development.

The planning commission's recommendation will be forwarded to the Hall County Board of Commissioners, which will make a final vote on the matter on April 13. If the Hall County Commission approves the matter, the project will be developed in phases over two to five years, according to Hall County documents.

The property would consist of six buildings if approved and would include a mixture of air-conditioned and non-conditioned units. The applicant said the number of units in the facility is expected to be between 500 and 550, with a maximum square footage of 77,050 feet.

Additionally, the site would feature 10 proposed boat and RV parking spaces.

The site would be accessed from Cleveland Highway. It previously featured a healthcare facility owned by Northeast Georgia Health System. The healthcare facility was demolished around 2012. 

The vote in recommendation of denial came after multiple people in attendance spoke in opposition to the matter.

The Planning Commission voiced concerns about the viability of the site plan, including the proximity between the buildings, property access for emergency services, as well as concerns over the retention of trees on the property.

A public hearing and final vote on the matter will be held at 6 p.m. on April 13 at the Hall County Government Center during the Hall County Board of Commissioners' meeting.
