PENDERGRASS - The first woman to serve on the Jackson County Commisson has died.<br />

Fran Thomas died Wednesday. She was 69.<br />
<br />
Thomas served on the county commission from 1993-1996.<br />
<br />
The funeral will be at 2:00 Friday at Bill Head Funeral home in Duluth. Interment will be at 4:00 Friday at Center Grove Baptist Church, Pendergrass.<br />
