I have a real problem with high-level people in any organization who love to get the glory when things go well, but try to point fingers at someone else when things go wrong. I rarely agreed with the policies of President Harry Truman, for instance, but I had great respect for him because of a little sign on his oval office desk that read "The Buck Stops Here." Now we have the highest officials in our government facing scandals, and what do they do? First, they say: "I didn't know anything about that." Or, we will investigate this, and get the facts, and fix it. Or there is no evidence that the top guys were directly involved. But, for me, the most disgusting action comes when they point a finger down the line and say the problem was caused by some lower-level bureaucrat. Look
