GAINESVILLE - It is without question the most talked about Special Purpose Local Option Sales Tax ever offered in Georgia. Cussed and discussed, it's the Transportation Special Purpose Local Option Sales Tax, better know as T-SPLOST.
So, what's in it for Northeast Georgia if the Region 12 referendum passes? Millions of dollars worth of transportation improvements, with the bulk of the money going to Hall and Forsyth counties. (See the list of projects below and the way the question will be worded on the Hall County ballot.)
Georgia has had special purpose taxes for several years, usually on a local basis, where referendums are held periodically to raise money which is earmarked for specific purposes, such as infrastructure. Over the years, banking on the usual success of SPLOST referendums across the state, local communities were eventually given the chance to impose a SPLOST for education...and E-SPLOST was born.
It was in 2010 that the way was cleared for the T-SPLOST referendums when the state Legislature approved the Transportation Investment Act of 2010, which created 12 special tax districts in Georgia and a special district transportation sales and use tax in each district.
The provisions of the Transportation Investment Act (TIA) also lead to the creation of groups in each region - roundtables they were called - which were charged with developing a list of projects in each of the 12 districts to be funded by the tax. In Northeast Georgia (Region 2), the Georgia Mountains Roundtable finalized the list of projects for the 13 counties in the region.
The special one percent sales tax, if approved by the voters, is not to exceed $1.25 billion for the Georgia Mountains region, and will be in place for no more than 10 years. If more than 50 percent of the voters in the Georgia Mountains region vote in favor of levying the tax, then it will be levied throughout the district.
