Habersham County sex offender living in his car in Clarkesville parking lot

By B.J. Williams
CLARKESVILLE - Habersham County Sheriff Joey Terrell has acknowledged there is a homeless sex offender living in his car in Clarkesville, but he said he doesn't know the answer to finding a home for Richard Russell Eller, Jr.

Terrell said probation officers have tried to place Eller in a couple of homes, but for reasons unknown to him, Eller has not been able to live in those places.

"The sheriff's office has received many calls on it and, of course, Clarkesville PD has received many calls on it, and parole officers are very familiar with him," said Terrell. "You know we've never had any problem out of him."

The sheriff said that Eller's situation is really in the hands of probationers and parole officers have tried to find a place for him to live.

"There's some group homes out that there that'll take people and, you know, some of them are full and some of them won't take sex offenders...so it limits where you can go," said Terrell.

Terrell said Eller is not the only registered sex offender who can't find a place to live in Habersham County within the legal requirements set by Georgia law. He said there is another prisoner in the county jail who can't leave because he has no place to live.

Terrell said Habersham County currently has 61 sex offenders registered in the county.
