Gwinnett County's investigation supports Flowe's claims

<p>An investigation by the Gwinnett County school system backs up claims by Parkview High School coach Cecil Flowe that his behavior at the school prom was caused by prescription medication.</p><p>Flowe, who is one of Georgia's most successful football coaches, was reprimanded after rumors of his erratic behavior at the May 6 prom circulated through the community and prompted speculation that he had been drinking.</p><p>But the school system report, released Friday, says that while students speculated Flowe was drunk, no adults _ including Parkview High's principal _ said they smelled alcohol on him.</p><p>Also, Flowe's doctor sent Gwinnett County school officials a note saying his medications can cause "euphoria, which leads to disinhibition of the physical state ... a common side effect of these medications," according to the investigation file. Details about the medications and the ailment afflicting Flowe were redacted from the documents supplied by school district attorneys.</p><p>Prom-goers told investigators Flowe "was acting goofy," the report says. They said he urged students to dance closer together and made an inappropriate comment about two students dancing. This behavior led some students to question whether Flowe had been drinking. Two students interviewed by officials said they smelled alcohol on him.</p><p>Flowe, who was a chaperone at the prom, has blamed his actions on prescription medication but conceded he should not have attended the prom while taking it.</p><p>Still, he was reprimanded Monday by Superintendent J. Alvin Wilbanks, who wrote that Flowe could be fired if he behaves in such a manner again.</p><p>Sidney Camp, Gwinnett County's executive director of human resources, sent a complaint about Flowe to the Georgia Professional Standards Commission, which oversees the certification, recruitment and discipline of educators. The state agency could take further action against Flowe if he is found to have violated the Code of Ethics for Educators.</p><p>Gary Walker, director of educator ethics divisions for the commission, said the complaint likely will come before the commission at its June 8 meeting. At that time, commission members will decide whether to begin an investigation.</p><p>Flowe has coached 15 seasons at Parkview High School, including 13 as head coach. Parkview High School plays in Class AAAAA football. The Atlanta Braves' Jeff Francoeur attended Parkview and turned down a football scholarship to Clemson University when he signed with the Braves in 2002.</p><p>___</p><p>HASH(0x1cd9e3c)</p>
