ATLANTA - State Representative Billy McKinney says blacks failed to turn out for him in the Democratic runoff. <br>

The 75-year-old McKinney said following his defeat Tuesday night that he did not expect to lose to political unknown, 31-year-old John Noel. He says he counted on black constituents to turn out and vote for him but that they did not. <br>

McKinney tells The Atlanta Journal-Constitution, ``They wanted a Klansman, a son of the Confederacy.'' <br>
<br>
He referred to Noel's membership in Sons of the Confederate Veterans.
