WASHINGTON - A new census bureau report says poverty among members of Georgia's mushrooming Hispanic population is increasing rapidly as well.<br>

The report says poverty among Georgia's Latinos grew nearly fivefold between 1990 and 2000. <br>
<br>
Hispanic leaders say governments must recognize the needs of the increasing numbers of poor Latinos and work on addressing them. But, some local government leaders in the state say they don't think they should implement programs tailored for one group, without offering them to everyone.
