South Carolina man sought in slaying of fourth victim

COLUMBIA, SOUTH CAROLINA - A man sought in a killing spree across the Carolinas was charged in a fourth death Tuesday after Richland County sheriff's investigators linked the 22-year-old to a burned body found here last month. Quincy Allen was charged with shooting Dale Evonne Hall, 45, of Columbia, and setting her body on fire next to Interstate 77 early July 10, said Lt. Joseph Pellicci. He also is charged with fatally shooting Jedediah Harr after an argument in his car last Thursday in Columbia. Pellicci says Hall and Harr were killed with a shotgun and investigators have forensic evidence linking Allen to both crime scenes. Allen also is wanted in Monday's shooting deaths of two men at a North Carolina convenience store. A a store camera captured Allen shooting clerk Richard Hawks, 53, of Lowgap, N.C., and customer Robert Shane Roush, 29, of Lancaster, Ohio, police said. Investigators think Allen stole Roush's red 2002 Ford Explorer and headed to the Atlanta area. ``We don't believe he's in South Carolina,'' Pellicci said Tuesday night. Surry (N.C.) County Sheriff Connie Watson said Allen shot the men without any confrontation. Roush's mother, Susie, said she wonders if her son would still be alive if he had stopped for gas five minutes later. ``They feel like he had no idea what was happening when he stopped,'' she said. Authorities have urged the public to be careful if they meet up with Allen, who is black, about 6-feet-tall and 160 pounds, and believed to be armed with a shotgun. ``He has left messages with (his) family members that he will kill again,'' Surry County sheriff's detective Reta Nichols said. ``He is armed and dangerous.'' He has been charged with two counts of first-degree murder, robbery and larceny in the North Carolina shootings.
