Authorities scratch their heads over missing document

ATLANTA - It&#39;s only worth a few bucks, but a document missing from the Fulton County Government Center could affect millions of dollars in road projects. <br> <br> The missing document comes from one of four companies bidding for a contract to manage projects worth more than $120 million. <br> <br> The county would not identify the bidders, citing state law protecting such information before contracts are awarded. But the winning bidder will be paid to oversee 144 road improvement projects in Fulton County from this year to 2004. <br> <br> Commissioners have since asked the company to resubmit the information, while authorities try figure out what happened to the document that was kept in a locked office in the county purchasing department. <br> <br> Police are investigating the incident as a theft but have not ruled out the possibility that it was a human mistake. <br> <br> Nancy Harrison, who works in the purchasing department, noticed the document was missing on July 26. <br> <br> According to the police report, she is the only one with a key and routinely locks her door and turns off the lights at the end of the day.
