TOCCOA - The drowning of a 4-year-old Toccoa girl in a bathtub appears to be accidental, police said. <br>

Je'Miya Blackwell was taking a bath with her two younger siblings Saturday when her mother, Sorcha Norman, briefly left the room. <br>

``She had stepped out on the front porch to talk to a neighbor. When she came back, she found the child,'' Toccoa police Capt. Jack Whitmire said Thursday. <br>
<br>
The two other children have been placed in foster care, said Kenny Jarvis, director of the Stephens County office of the Division of Family and Children Services. <br>
<br>
``We're going to look at the ongoing risks for the remaining children, whether or not they are safe, whether we can reunite the children with a family member or with the parents,'' Jarvis said. <br>
<br>
Mountain Judicial Circuit District Attorney Mike Crawford will determine if anyone will face criminal charges in the case. <br>
<br>
``Right now, it's not suspicious,'' Whitmire said. ``It's a tragic accident, but we still have to investigate it.''
