Deputies involved in suspect beating had clean records

RINGGOLD - The northwest Georgia sheriff's deputies being investigated for beating a suspect after hitting him with a patrol car had excellent service records with no complaints of brutality.

Jimmy Stockard, a Catoosa County sheriff's deputy, remained on paid leave Friday as the Georgia Bureau of Investigation and the FBI investigated the videotaped arrest of 30-year-old Shane Edwards Rogers of Tunnel Hill on May 31.

The other officer, Chad Stafford, a Whitfield County sheriff's deputy, remains on duty.

Personnel records show that before the incident Stockard had no citizen complaints on his record, and only one minor blemish for straying outside his patrol zone.

Whitfield County Sheriff Scott Chitwood refused to release Stafford's personnel records, but said the deputy had no complaints against him since joining the department in 2001. Stafford was suspended once for backing his cruiser into a pole.

Rogers has been in the hospital since his arrest. Despite at least eleven operations, he may not regain full use of his legs, his lawyer said. Roger is charged with eluding police, speeding and driving on a suspended license.

Investigators said he was arrested following a chase that began in Chattanooga, Tennessee, about 1 a-m and ended about 20 minutes later in Whitfield County.

A videocamera on the patrol car dashboard recorded the vehicle striking Rogers and knocking him to the ground. Rogers can be seen sitting up in the glare of the patrol car headlights when Stockard jumped on him.

The tape shows Stockard throwing at least ten punches. Stafford then rushes in swinging his nightstick at Rogers.
