Hitchcock was fired by Dallas in January after nearly six seasons with the Stars. During that time he took them to the Stanley Cup Finals twice, winning in 1999.
The 50-year-old is known as a demanding coach who emphasizes defense.
Hitchcock replaces Bill Barber, who was fired after the Flyers were eliminated in the first round of the playoffs. He becomes the Flyers' fifth coach since 1997.
