Toccoa to spend $10M to upgrade water system

TOCCOA - Toccoa&#39;s city government plans to spend $10 million to expand its water system. <br> <br> According to Mayor James Neal, the expansion is needed to allow Toccoa to become a regional water provider. <br> <br> Plans call for upgrading the water pumping system and expanding the sizes of the water pipes. <br> <br> The system upgrades, which should be completed over the next seven years, will force the city to borrow the required funds, with water sales to neighboring counties expected to help pay for the work.
