Tolbert was being held Wednesday in Liberty County jail without bond.
The bodies of 28-year-old Sargeant Sauda Tolbert, 28, of Wichita, Kansas, and 28-year-old Specialist Anthony Walters of Beckley, West Virginia, were found in Walter's mobile home March 31.
Authorities found the bodies about ten-to-15 feet away from each other, and the mobile home was riddled with about six bullet holes. Investigators said the shots were fired through the windows.
Hinesville police questioned Tolbert after the killings, but didn't arrest him until three weeks later.
Fort Stewart spokeswoman Dina McKain said military police had been holding Tolbert in pretrial detention since April second.
The victims served in the same unit, the 396th Transportation Company, according to Fort Stewart officials. Tolbert was in Company C, Third Battalion, 15th Infantry Regiment.
