WHITESBURG - The Carroll County town of Whitesburg has been cleared of allegations that it operated a speed trap in violation of state law. <br>

The complaint was filed by John M. Blair, a former Whitesburg police officer who said the city was using a speed trap to increase department revenue. <br>

A state investigation found no reason to take action, according to a letter to the local police department from the commissioner's office of the Department of Public Safety. <br>
<br>
``There is no evidence that the Whitesburg Police Department used its speed detection device permit inappropriately,'' Capt. W.D. Richardson, director of the special investigations division, said in a written statement. <br>
<br>
The amount of revenue was far less than the 40 percent ceiling set by law.
