ATLANTA - Public Service Commissioner Lauren ``Bubba'' McDonald Junior is conceding defeat in his re-election bid against Republican Angela Elizabeth Speir. <br>

Figures released Monday by the Secretary of State's office show that the Democrat lost by 12,000 votes. <br>

The 35-year-old Speir - an employment recruiter from Duluth - becomes the first woman elected to the PSC. <br>
<br>
According to official results, Speir received 47.6 percent of the vote. McDonald had 47 percent, and Libertarian James Harris got 5.4 percent. <br>
<br>
McDonald said he never had much hope a recount would change the outcome and decided not to seek one after seeing the official results.
