Boy, 14, hangs while awaiting trial in carjacking death

ATLANTA - A 14-year-old awaiting trial in the Nov. 2 carjacking death of an Atlanta woman was found hanged at the Metro Regional Youth Detention Center. <br> <br> Gerard Glenn of Chamblee, who was charged as an adult with murder in the death of college student Amber Maddox, apparently committed suicide about 10 p.m. Saturday, Department of Juvenile Justice spokeswoman Jaci Vickers said Monday. <br> <br> Glenn and Antonio Brown, 21, of Atlanta were indicted last month on charges that also included aggravated assault, armed robbery and kidnapping.<br> <br> Police said Maddox, 21, was shot at least five times as the two tried to steal her car as she arrived home from a convenience store. <br> <br> Glenn was scheduled for a court appearance on Monday. <br> <br> Vickers said the Georgia Bureau of Investigation and Juvenile Justice officials are investigating his death and that of a 15-year-old from Richmond County who apparently killed himself at the Bill Ireland Youth Development Campus in Milledgeville on Dec. 19. <br> <br> The Juvenile Justice Department has been working since 1998 to comply with federal standards to mental health services for its wards. Commissioner Orlando Martinez said most of those standards have been met, although a monitor last year cited problems at the Metro facility. <br> <br> Martinez said preliminary findings show that the recent deaths were ``not a failing of the mental health system.&#39;&#39; <br> <br> ``We had the services. They were there for them,&#39;&#39; he said. <br> <br> Rick McDevitt, president of the Georgia Alliance for Children, said the two deaths in less than a month are an indication that new procedures are not working. <br> <br> ``None of us should be encouraged about the system when two kids hang themselves,&#39;&#39; McDevitt said. ``It does not bolster my confidence that these kids are being taken care of and protected.&#39;&#39;
