324-lot residential development proposed for South Hall, application tabled for mid-October

The Hall County Planning Commission postponed a recommendation Monday night on a 324-lot residential development proposed for South Hall.

As the Planning Commission meeting got underway, the Director of Planning and Development, Randi Doveton, announced the applicant had requested the 324-lot residential development application be tabled.

The Planning Commission will now make its recommendation at the meeting on Oct. 16.

The Hall County Planning Commission will make its recommendation Monday night on a 324-lot residential development proposed for South Hall.

The area in question is located near 4627 Guth Road and comprises approximately 117 acres of land that is currently zoned as Agricultural Residential. The applicants, Thompson O’Brien Kappler and Nasuti PC, are hoping to rezone that property to Planned Residential Development, according to county documents.

A successful rezoning request will allow contractors to build a 324-lot residential development in the area, with a total density of 2.8 units per acre. The current proposal indicates there will be 200 detached homes and 124 attached townhomes.

There is currently an existing residence on the property, which will reportedly remain intact, with shared access through the proposed development.

Each unit on the property will have a driveway and garage, and be built using “a variety of high-end materials consisting of variations of brick, stone and cement sidings,” the narrative states.

The proposal also indicates space for amenities, including playing fields, a pool, a clubhouse and various pedestrian sidewalks to assist with connectivity.

Access to the property is proposed at the location where Stanley Road intersects with JM Turk Road, according to the submission. While a secondary emergency access point will be included, there is no other secondary civilian entrance currently planned.

Reports indicate Stanley Road will be abandoned and a new road will be developed to serve as the only primary entrance.

A traffic study was completed by Marc R. Acampora Traffic Engineering in May, finding that the nearby intersections “will continue to operate acceptably when the proposed development is complete.”

However, it was also found that a northbound right turn lane and a southbound left turn lane will need to be constructed at the entrance of the development.

Hall County Planning Staff recommended the denial of the proposal, citing that the application “exceeds the maximum density of 2 dwelling units per acre for the residential future land use classification in the Comprehensive Plan.”

The Hall County Planning Commission will place their recommendation for or against at their meeting Monday evening at 5:15 p.m. at the Hall County Government Center.

Following their recommendation, the proposal will go before the Board of Commissioners for a final decision on Nov. 9.
