Suspect arrested in fatal Duluth hit-and-run

Authorities in Duluth have arrested a suspect following a fatal hit-and-run early Monday morning in the city.

According to a press release from the Duluth Police Department, Nidar Ballan-Bellan, 45, has been charged in the death of Cassius Franswah, 26.

Duluth Police officers responded at about 12:20 a.m. Monday to Peachtree Industrial Boulevard at Prince Charles Drive. Arriving officers found Franswah lying in the roadway and immediately attempted to save the man's life until paramedics arrived at the scene. Franswah was pronounced dead at a local hospital.

The department's accident investigation unit collected evidence from the scene and eventually determined the vehicle that hit Franswah was a Nissan Sentra. The vehicle was tracked to a specific area within the City of Duluth.

Officers searched that area, and about 17 hours after the hit-and-run, they located the suspect's vehicle in an apartment parking lot off Peachtree Industrial Boulevard.

"The vehicle displayed significant damage to its front, consistent with the evidence collected from the hit-and-run scene," the release said.

Ballan-Bellan was arrested as a result. He was charged with felony homicide by vehicle, felony hit and run resulting in death and driving without a valid license.
