Georgia State University campus officer arrested for rape

A Georgia State University campus officer was arrested Friday by the Gwinnett County Police Department for raping and kidnapping a woman.
 
According to authorities, Terry Payne, 59 of Loganville, turned himself in at the Gwinnett County Detention Center.
 
The rape happened on Aug. 5 after Payne and the victim agreed to go on a date. She said she remembered meeting him at a restaurant in the 2600 block of Mall of Georgia Boulevard and having an alcoholic drink.
 
She woke up on Aug. 6 in an unfamiliar location while she was being raped by the suspect.
 
The victim was able to get away safely and went to the hospital, where she reported the rape. The Gwinnett County Special Victim’s Unit interviewed the woman, and she said she had first met Payne several months before their date.
 
During the investigation, detectives learned that Payne was a police officer for Georgia State University.
 
Payne has been charged with rape, kidnapping, false imprisonment and violation of oath of office.
