Cutting Medicaid for immigrant newborns; LaRaza lashes out at Norwood

UNDATED - Children born in this country to illegal immigrants with low incomes will no longer be automatically entitled to health insurance through Medicaid. Meanwhile, on another immigration front, the feud between Georgia Congressman Charlie Norwood and a Hispanic civil rights group is growing.

The New York Times, quoting Bush administration officials, says under the new Medicaid policy, an application must be filed for the child, and the parents must provide documents to prove the baby's citizenship.

But, doctors and hospitals say the policy change would make it more difficult for such infants, who are U.S. citizens, to obtain health care needed in the first year of life.

Illegal immigrants are generally barred from Medicaid, but can get coverage for treatment under emergency conditions.

LARAZA/NORWOOD FEUD

The National Council of La Raza has posted a detailed response on its Web site to accusations by Georgia Congressman Charlie Norwood it is racist and supports returning parts of the U.S. to Mexico. It calls them "ridiculous."

But, Cox News Service, says Norwood, an Augusta Republican, is not backing down, declaring Thursday that La Raza stands "guilty as charged."

Norwood has been one of the most vocal critics of illegal immigration in Congress and on August 14 conducted a congressional hearing on the question in Gainesville.
