ATLANTA - Public Service Commissioner David Burgess has taken over as chairman of the five-man board, which regulates Georgia utilities.
The chairmanship rotates among the members of the commission for one-year terms. Each year it goes to the commissioner who has served the longest but has not yet been chairman.
Gov. Roy Barnes appointed Burgess to the commission in 1999 to fill a vacant seat, and he was elected to a full six-year term in 2000.
Burgess, the board's first black commissioner, graduated from Georgia Tech and worked as a utility regulator for the PSC for 17 years. He was director of its telecommunications unit when Barnes appointed him.
Burgess replaces Lauren ``Bubba'' McDonald Jr. as chairman. The change was effective Tuesday.
