Georgia House sends high school NIL bill to Senate on Crossover Day

ATLANTA – With Thursday being Moving Day at the General Assembly, a northeast Georgia area congressman is hoping the state will address one of the biggest issues in the high school sporting world: NIL.

Brent Cox (R-Dawsonville), representing District 28, is the primary sponsor for HB 383 (Georgia High School NIL Protection Act) that would offer student-athletes the chance to be compensated for their name, image, or likeness.

The bill cleared the House committees on Wednesday, paving the way for possible passage today. It “crosses over” to the Senate and if passed there it could head to Governor Brian Kemp’s office for consideration to be signed into law.

NIL has become a huge topic in the amateur sports world as almost every college and university in the country is now providing NIL deals to athletes. Several states in the southeast like Louisian, including neighboring states North Carolina and Tennessee, have passed similar NIL bills in recent years. Alabama and Florida, however, have yet to pass an NIL bills.

The Georgia High School Association back in October became the 30th state association to legalize NIL deals.

Now, the state is looking codify it.

Official Initial Summary: A BILL to be entitled an Act to amend Titles 20 and 39 of the O.C.G.A., relating to education and minors, respectively, so as to provide for high school student athletes and prospective student athletes to receive name, image, or likeness compensation; to provide for the automatic expiration of contracts that provide name, image, and likeness compensation to student athletes after the student athlete graduates or is no longer enrolled; to provide for application to certain athletic associations; to allow for professional representation of student athletes and prospective student athletes; to provide for required written notice to high school student athletes; to provide for definitions; to provide for construction; to provide a short title; to provide for related matters; to provide for an effective date and applicability; to repeal conflicting laws; and for other purposes.
