Two extradited from North Carolina in multi-agency gang investigation

Two people were recently extradited from North Carolina to Habersham County in connection to a multi-agency gang investigation. 

In October 2023, the Georgia Bureau of Investigation’s Gang Task Force began an investigation into the cell of members of the Gangster Disciples street gang at the Habersham County Detention Center.

According to a May 2024 release from the GBI, investigators linked gang members to multiple crimes including violations of the Georgia Street Gang Terrorism and Prevention Act and the Georgia Racketeer Influenced and Corrupt Organizations Act. Agents in Georgia and North Carolina served search warrants and arrest warrants in the early morning hours of April 18, 2024.    

Seven people were initially arrested, including Shelby Page Stephens, 63, and Terry Ray Williams, 20, both of Waynesville, N.C. Both individuals were arrested on several charges, including: 

Special Agent in Charge Ken Howard said extradition warrants were obtained for Stephens and Williams in April of 2024, however, the warrant was processed in January 2025. Both were booked into the Habersham County Detention Center on January 3.

Meanwhile, Williams faces charges of: 

The GBI’s Gang Task Force, the GBI Appalachian Regional Drug Enforcement Office, the Habersham County Sheriff’s Office, the Stephens County Sheriff’s Department, the Toccoa Police Department, and the FBI Safe Streets Task Force partnered in the investigation, according to the GBI. 

Shelby Page Stephens, 63, and Terry Ray Williams, 20, both of Waynesville NC, were booked into the Habersham County Detention Center on Jan. 3, 2025.
