A dispute over a waterline apparently led to a shooting in Banks County on Aug. 16.

Deputies responded to a dispute at a home on Queen Road in Gillsville at 5:16 a.m. Aug. 16, Sheriff’s Capt. Carissa McFaddin said. While on their way to the scene, dispatchers told deputies one person had been shot.

The person shot, Charles Crowe, was taken by ambulance to Northeast Georgia Medical Center with non-life-threatening injuries.

Following the investigation, both the person shot and the person who allegedly shot him were charged.

“Charles Crowe, the subject shot, was charged with criminal trespass,” McFaddin said. “Leon Lovell, the subject who shot Crowe, was charged with reckless conduct. During the investigation, it was discovered that an incident transpired the previous day regarding Crowe cutting the waterlines to Lovell’s residence.”

Lovell, 63, shows to have the same address as Crowe on Queen Road, Gillsville.

According to the incident report, the victim was on a wicker sofa on the porch of the house and the offender was at a small mobile home on the property.

McFaddin provided a copy of the incident report detailing the previous day’s dispute over the cut waterline.

On Aug. 15, a deputy took a walk-in report from a complainant, now identified as Lovell, who said Charles Crowe, 36, of Gillsville cut the waterline to his home sometime during the day, and that about six inches of pipe past the shutoff valve was removed, according to that report. Earlier in the day, Crowe had gone to the home and stated he was going to cut the waterline off to the house but didn’t say why.

Charles Crowe, left, is charged with criminal trespass and Leon Lovell is charged with reckless conduct for allegedly shooting Crowe at a Gillsville home in Banks County.
