Lula moves to form Planning Commission and adopting tethering laws

LULA – Lula is moving towards the formation of a Zoning and Planning Committee.

The growing northeast Hall County city has reached the point where the number and scope of rezoning, variance and special use requests need to be handled by a special board or panel.

“The time has come,” City Manager Dennis Bergin said following Monday evening’s city council work session.  “Our (current) zoning already allows for a planning commission to come into place.”

“That’ll be something we implement over the next couple of months…along with a development authority,” Bergin explained.  “Those will be two great tools.”

“Because we’re all getting busier this will give the opportunity for the community to take a harder look at each property as it’s considered for rezoning or annexation,” he said.

Bergin added that Lula’s commission will be a recommending authority only, similar to the way the Hall County Planning Commission and the Gainesville Planning and Appeals Board are recommending agencies for the Hall County Commission and Gainesville City Council respectively.

He said the details of the commission will be discussed and decided over the next several weeks including the number of members, how they are appointed and what ancillary authority they might be given.

Discussion on the changeover will begin on July 11th.

LULA TO ADOPT NEW HALL COUNTY TETHERING LAWS

Recent additions to Hall County’s animal ordinances have created regulations that govern the tethering of dogs.  Because Hall County provides animal control services for the City of Lula the Lula City Council agrees that modifying current citywide animal regulations to match Hall County’s codes will be in the best interest of all parties involved.

But before the laws can be changed, two public hearings must be held.  City Attorney Joseph Homans recommended to the city council that the work session on August 12th and the voting session on August 19th would be two ideal opportunities.

Council members agreed and Homans said he would publish the required newspaper ads informing the city of the two public hearings.
