Amendment No 5: Allocation of sales tax receipts to city and county schools

Amendment 5 would allow a city or county school district or a group of school districts within a county to call for a sales and use tax referendum (or the renewal of an existing tax), if they have a majority of the students enrolled within the county. The tax would be one percent and last up to five years. Revenue from the sales tax would be divided between school districts within the county

Currently, all school districts within a county must agree to the sales tax referendum.

A YES vote would allow schools system or groups of school systems within a county to call for a sales tax referendum without having unanimous support from all school systems within the county.

A NO vote opposes the measure.

“Shall the Constitution of Georgia be amended so as to authorize a referendum for a sales and use tax for education by a county school district or an independent school district or districts within the county having a majority of the students enrolled within the county and to provide that the proceeds are distributed on a per student basis among all the school systems unless an agreement is reached among such school systems for a different distribution?”
