Property owner Bonita Roberts attended the council meeting representing Misa Thatsna, who wants to open an extension of her successful Habersham County business, Mishima Express Japanese Cuisine. The proposed location is at 27 Hope Drive just south of Cleveland.
Roberts said they went through the process to get the business ready to open, but at the end were told that the available sewage service was not there.
Cleveland Mayor Don Stanley said because of limited resources city leaders have to limit the sewage capacity to businesses outside the city - especially those located south of Cleveland on Highway 129.
Roberts pleaded with the council that they might work out some sort of adjustment, but Stanley said, "We can't change the allocation because we only have so many gallons down there."
City council members said they have to take care of city residents and businesses first.
"Anything short of you wanting to annex into the city, that's your answer," Stanley told Roberts and Thatsna. "Annex into the city and you get the sewage."
Roberts, who indicated they were not looking at coming into the city, said after the meeting they will be exploring all avenues to get the business open.
Thatsna said 30 percent of her current business comes from White County.
